ADESG (ASSOCIAÇÃO DOS DIPLOMADOS DA ESCOLA SUPERIOR DE GUERRA) - “A influência das Drogas no aumento da criminalidade – Com Plauto Roberto de Lima Ferreira Major PM (Assessor da Secretaria de Segurança Pública do Ceará) e Preto Zezé-Rapper e Coordenador da Central única das Favelas do Ceará.

Dando continuidade ao Ciclo de palestras da ADESG (Associação dos Diplomados da Escola Superior de Guerra) tivemos a apresentação de dois jovens que trabalham em ações sociais, e no combate a comercialização e uso de drogas, primordialmente o Crack. Em primeiro lugar esteve na tribuna depois da abertura de praxe, o Maj. PM Plauto Roberto de Lima Ferreira (Assessor da Secretaria de Segurança Pública). Antes de relatar o que foi exposto na palestra faremos uma meditação: “Nem acusação, nem lamentos. Trabalhemos sempre com mais ardor, esquecendo o mal e fazendo o bem. Emite uma palavra de amor, criativa e consoladora, onde a candeia do bem estiver apagada.” Major Plauto desenhou um esquema bem interessante para se espelhar em sua fala. Construiu um écran com as fases assim delineadas: Fase Experimental e/ou - experimentador como destaque citou a palavra “paquerar”. “Em seguida a fase Ocasional com destaque para ‘ficar” e na Habitual ou Funcional é o namoro onde as coisas se tornam mais sérias.

Dependência ou Disfuncional ligado a sinonímia casar. Fez um breve relato de cada fase associando ao adolescente nas diversas fases da vida. Além dessas nuances focalizou o consumo de drogas e o avanço da criminalidade, as drogas lícitas e ilícitas, a tolerância e a dependência química. O Crack não está presente somente nas classes mais pobres, também já está sendo consumidas nas classes média e mais aquinhoadas. Quanto ao álcool apesar de ser considerada uma droga “lícita”, visto que rende dividendos para o governo, é uma das mais fortes, pois além dos acidentes, atropelamentos com vítimas fatais é um desagregador familiar e causa de muitas separações. Fala-se em droga lícita, mas é bom que se frise: uso permitido para maiores de 18anos. “Convém colocar ao conhecimento de todos o que representa realmente o “crack”: Com o vício do “crack” a dignidade se perde de vez. O dependente fica em um estado lamentável.

A duração da euforia é muito curta. A necessidade da repetição do uso. A dependência química é mais acentuada. A destruição de neurônios é muito maior. O viciado após o uso fica desfigurado. Nota-se a angustia no seu rosto, no seu semblante. A irritabilidade é visível. Osires Silva em seu livro “As Drogas na Família e no Brasil” traz mais detalhado os aspectos deletérios para os consumidores de drogas. O viciado perde, inclusive, a noção de higiene. Não pensa em nada, apenas em conseguir mais uma pedra para mais uma cachimbada. Este vício não atinge apenas as crianças de rua, como mostra os meios de comunicação. Policiais, universitários, mas o comércio de “crack” é maior na periferia, nas favelas. O “crack” é responsável por um grande número de chacinas ocorridas. Geralmente estas chacinas são para acerto de pagamento no tráfico. “O lamentável destas chacinas é que morrem muitos inocentes, que estavam no local na hora do acerto de contas entre traficantes”. Estes matadores são psicopatas.

Para os psicopatas a ciência não tem solução. Mas o problema dos dependentes químicos pode ser resolvido. É preciso desmistificar, ou seja, livrar ou tirar da mistificação. A mistificação é o ato ou efeito de mistificar; engano burla. A droga é um engano uma burla a integridade social do ser humano. É um beco sem saída. Na fase experimental e/ou experimentador o ser só prova, mas não continua usando. Na ocasional usar a droga conforme a ocasião e que normalmente os pais não conseguem descobrir. Na habitual ou funcional o usuário fica mais excitado, nervoso, violento tem prazer e desprazer, apresenta a droga para os amigos, colegas, amigo mais próximo, irmão, primo ou qualquer parente. Na Dependência ou Disfuncional que seria o casamento o negócio se torna mais sério, advindo desavenças, crises, conhecimentos bem estruturados, mais amiúde e crimes. Da população viciada em “crack” dos 100% apenas 30% conseguem abandonar o vício, os 70% normalmente padecem até a morte trágica e penosa. O efeito do “crack” como foi citado antes é rápido - e dura em média de 8 a dez minutos, nesse tempo o fumante sente uma sensação “gostosa” bem parecida com a do orgasmo, mas depois vem uma depressão violenta e a procura por outra pedra é eminente.

O sair do ocasional para o disfuncional é um ato retrógrado do viciado. Devida ao vício os menores procuram as ruas, avenidas para roubarem objetos de valor para aquisição de novas pedras. “O Ceará teve o índice de roubo muito grande em virtude do consumo exagerado de ‘crack”. Em São Paulo conforme citou o palestrante o governo fez acordo com o PCC (Primeiro Comando da Capital) para diminuir o consumo do “crack”, pois a força do comando assassino parou o comércio de toda capital paulista por uma semana. Citou a seguinte frase: “Nem todo crime é violento e nem toda violência é criminosa”. Falando em drogas o Rio de Janeiro não serve como referência para ninguém, pois o palco, o écran, o teatro de operações só acontece lá, só lá.

Uma estatística sobre ocorrências atendidas pelo CIOPS (Centro de Operações Integradas do Ceará): Desordem 25.523 percentagem de 11,90%/ Perturbação 21.045 percentual de 10,60%/ Pessoas em situação suspeita 20.921 um percentual de 10,55%/ Roubo a pessoa 18.830 correspondente a 9,50%/ Briga de família 16.294 percentual 8,21%/ Embriaguez e desordem 8.812 um percentual de 4,44%. Um subtotal de 124.824 e um total de 198.385 ocorrências. Encerrando a participação o Major PM Plauto disse: ”Afinal, a violência que se assiste hoje é fruto do uso de drogas ou o seu uso é efeito dessa violência? O Ronda do Quarteirão até hoje já efetuou 3.583 prisões e apreendeu 883 armas de fogo. Podemos considerar a palestra do major Plauto como muito - boa. O Preto Zezé começou sua exposição com a apresentação de um vídeo nas favelas do Rio de janeiro onde predomina o tráfico.

Falou sobre invisibilidade, os conflitos de jovens de periferia e as mortes ocorridas no Lagamar num total de 32. A maioria dos casos envolvendo jovens está explícita no artigo 155 do Código Penal brasileiro. Subtrair, para si ou para outrem, coisa alheia. Pena – reclusão, de um a quatro anos, e multa. Acrescido dos parágrafos primeiro e segundo como agravantes. Na Beira-mar 60 adolescentes vivem no local praticando assaltos e todos viciados, é um caso sem cura afirmou Preto Zezé. Citou os programas policiais e que o estado do Ceará é primeiro lugar em horas de apresentações, um total de 14 horas diárias. Sobre o crime organizado é de difícil combate e citou a legalização da droga como uma alternativa não muito boa, Sociabilidade, e o combate a injustiça social. Fez um paralelo entre o mundo formal e o informal.

Falou - sobre o envolvimento de policiais no uso e comércio de “crack”, os efeitos da droga muda a rotina e a convivência da comunidade, o número de suicídios é alto entre os viciados. Normalmente o viciado consegue continuar no vicio por 10 ou 13 anos, atingindo esse total os prejuízos são danosos e intermináveis. De acordo com o governo com o estado de São Paulo o PCC começou a comercializar um “crack” mais fraco e que trouxesse menos efeitos colaterais ao viciado. Que pessoal” bonzinho” esse do PCC. Disse também que enquanto o viciado em maconha fuma uma bala da erva, nas mesmas proporções um viciado em “crack” consome 20 pedras, pois a vontade fumar é constante. A violência sexual está entrelaçada com o grande consumo de drogas e o “crack” está inserido nesse rol infernal.

As escolas seriam aliadas importantes neste combate, mas é preciso preparar os professores para esta tarefa. Uma pena é que os professores estão descontentes com sua situação profissional. Requisitos para o assunto droga: Calma, Picardia (Ação de pícaro, pirraça, partida, desfeita, desconsideração) / - Pícaro (Ardiloso, astuto, velhaco, patife, vigarista, fino, esperto, sagaz), tato, delicadeza, paciência tibetana. Os professores (as) passam mais tempo com as crianças que muitos pais. Professores e professoras mortos por traficantes e viciados mostram o despreparo dos mestres ao lidar com este assunto: drogas. Sinceramente é uma situação triste, é a degradação da família e da sociedade, o governo deveria investir pesado no combate as drogas como fez a Colômbia, enquanto acordos ilícitos acontecerem entre governo e traficantes à população vai sendo dominada e conseqüentemente ficará sem defesa. Será que só Deus resolverá este câncer?

Senhores políticos vamos olhar com mais carinho para as comunidades pobres deste país, aliás, a Carta Magna dá-lhe os direitos e deveres. E por que não se obedece a Constituição nesse país. Adote uma criança antes que um traficante o faça. Os debates foram acalorados e foi o ponto alto das apresentações. As reuniões para ajuda às crianças carentes e abandonadas são jantares pomposos e festas, o ingresso a milhares de dólares cada. Insto não acontece só com entidades nacionais. Entidades internacionais com nomes pomposos: “Fundação para a Infância da UNESCO”, onde aparecem duas Silvias brasileiras famosas: a rainha Silva da Suécia e a baronesa Silva Amélia, este jantar tão propalado aconteceu em Versailles na França. Duas situações ou tônicas tem que ser modificadas: o Objetivo (mudar a qualidade de vida) e a qualidade de vida do menor carente, e a criação de Fazendas de Terapias Ocupacionais. O governo preciso fazer a sua parte acabando com a miséria e a fome ou pelo menos amenizando com a criação de empregos para os pais que estão no ócio coletivo.

Na vida acelerada do mundo de hoje, todos querem ser espertos, vivos e astuciosos principalmente dentro das organizações, achando que assim poderão galgar os mais elevados cargos e status. Ninguém quer ficar para trás - quando você está indo, os outros já estão voltando.

Em compensação, alguém que diz diretamente aquilo que pensa acaba provocando escândalo e mal-estar. É imediatamente catalogado como perigoso e tratado como idiota. A sinceridade parece contrariar as normas da convivência e da boa educação modernas. Assim, as pessoas bem-educadas são amáveis, mas nem sempre se deve acreditar no que dizem, dentro das organizações temos que vestir máscaras se quisermos sobreviver ao desemprego, as pressões, as “puxadas de tapete”.

É certo que, quando examinamos a questão da inteligência e da idiotice, surgem algumas perguntas indiscretas: o que é, afinal, inteligência? O que é idiotice? Quantos tipos há de idiotas?

Inteligência é a capacidade de perceber o real. E, como há realidades muitos diferentes no mundo, não existe um tipo único de inteligência. Cada situação da vida requer um tipo específico de percepção, e por isso as inteligências são múltiplas. Por sua vez, a idiotice pode ser definida como a incapacidade de perceber o real. E são tão variadas quanto as inteligências. Há, portanto, muitos tipos de idiotas. Alguns deles, inclusive, são espertalhões. Sim, há idiotas que passam por inteligentes, e também há pessoas inteligentes que passam por idiotas.

Além disso, quem é inteligente em uma área da vida pode ser idiota em outras. Você é esperto em política e idiota na hora de jogar futebol. Sua namorada pode ser menos intelectual que você, na hora de discutir filosofia, mas há aspectos da vida em que ela coloca você no chinelo. Há coisas que seus filhos pequenos fazem bem melhor que você, como, talvez, compreender as sutilezas de um videogame ou computador. Felizmente, ter sabedoria não é saber tudo. Ter sabedoria é saber o mais importante - e administrar bem os seus talentos.

Dos muitos tipos de idiotas, um dos mais interessantes foi examinado por François Rabelais, o escritor francês do século XVI. Ele abordou a idiotice específica dos “doutores” que usam palavras complicadas para não dizer coisa alguma. Rabelais qualifica tais idiotas eruditos como professores cegos de discípulos cegos, “que tateiam em um quarto escuro à procura de um gato preto que não está lá”.

Conhecemos seres humanos que têm tanto medo de parecerem idiotas que aplaudem (ou pelo menos fingem que compreendem) esse tipo de raciocínio longo, encaracolado, sem significado algum. Mas tal constrangimento é desnecessário: deixando de lado o medo de parecerem idiotas, perderemos menos tempo fingindo e seremos mais felizes. O caso de um dos maiores gênios da ciência, Albert Einstein, é ilustrativo. No início da vida, ele recusou-se a falar antes dos 3 anos de idade. Seus pais, pessoas sensatas, pensavam que fosse retardado mental. Mais tarde, quando Einstein ingressou na escola, ele foi novamente considerado imbecil. Seu biógrafo é obrigado a admitir.

“Para os colegas de classe, Albert era uma anomalia que não demonstrava interesse nenhum pelos esportes. Para os professores, era um idiota que não conseguia decorar nada e se comportava de modo estranho. Em vez de responder imediatamente a uma pergunta, como os outros alunos, sempre hesitava. E, quando respondia, movia os lábios em silêncio, repetindo as palavras.”

Décadas mais tarde, Einstein deu o troco. Ele qualificou o nosso moderno sistema educacional como uma estrutura que reprime a inteligência e busca fabricar idiotas obedientes.

“A humilhação e a opressão mental imposta por professores ignorantes e pretensiosos causam danos terríveis na mente jovem; danos que não podem ser reparados e que geralmente exercem influências maléficas na vida futura”. E ainda: “A maioria dos professores perde tempo fazendo perguntas para descobrir o que o aluno não sabe, quando a verdadeira arte consiste em descobrir o que o aluno sabe ou é capaz de saber.”

De fato, o inteligente e o idiota têm muito em comum, não só entre si, mas também com as árvores e os animais. Todos eles vivem em um estado de comunhão que é independente do pensamento lógico. Isso contraria a inteligência situada no hemisfério cerebral esquerdo, que rotula e classifica todas as coisas. Essa inteligência gosta de colocar-se como se tivesse o monopólio da consciência. Esse, aliás, é um dos grandes obstáculos para a prática da meditação: a mente pensante não aceita passar o poder à mente que contempla e compreende a verdade sem necessidade de pensamentos.

O problema não é, pois, que sejamos um tanto limitados mentalmente. O lamentável é que, sendo limitados, nos consideramos extremamente espertos. O filósofo Sócrates, escolhido como o homem mais sábio da Grécia, explicou: “Eu e os homens notáveis de Atenas nada sabemos, e a única diferença entre eu e eles é que eu, nada sabendo, sei que nada sei, enquanto eles, nada sabendo, pensam que sabem muito”.

Todo aprendiz da arte de viver deve libertar-se das chantagens emocionais do que é “politicamente correto” e deixar de lado os mecanismos da idiotice coletiva organizada, que forçam a formação de consensos falsos com base em esquemas de poder. Mas para fugir da idiotice coletiva organizada - com sua psicologia de rebanho que proíbe o indivíduo de pensar por si mesmo - é indispensável vencer o medo de que nos seja colocado o rótulo de idiota. Só assim poderemos viver com responsabilidade própria e independência pessoal, duas características de uma vida valiosa.

Os sábios, como os idiotas, são íntegros. Eles não fingem que são inteligentes e não tem medo de errar. Tentam, erram e quebram a cara. Mas, quando acertam, são geniais. O idiota de hoje pode ser o sábio de amanhã, graças à experiência adquirida. Em compensação, aquele que não possui ânimo para tentar não tem chance alguma de aprender.

Por isso devemos criar uma cultura em que é permitido a cada um cair e levantar livremente. Porque somos todos apenas aprendizes.

Erramos e aprendemos o tempo todo, e devemos estimular em cada ser humano a coragem de buscar - mesmo tropeçando - os seus sonhos mais elevados. Banindo da nossa cultura o medo do ridículo, cada um se permitirá um pouco de deselegância -e de autenticidade em sua maneira de viver.
