Which free web design tool is good for beginners?

I have some experience in web design and I would like to learn more. When I install it on my lap top, I will only practice on it, I don’t have intentions to publish contents on the net. And are there some specific requirements for that tool?

You need to install Microsoft Office Publisher 2007 and newer which give you a Feature Website Wizard In which you Can make your Website really, and This is Valuable for Beginner I also Used It.
